At my school they are completely covered, provided you were awarded enough aid. So, if you have the loan money, scholarships, etc., you are completely able to use it for on room and board. I think this is the way it is at most schools. Just make sure that on your FAFSA (fafsa.ed.gov) you stated you were planning on living on campus.
