I don't know about PR and Guam, but the answer for DC is "it depends". I believe you have to have _graduated_ from a DC _public_ high school. This is a special bit of legislation called the "DC Tuition Assistance Grant Program" which has to be periodically renewed, since federal money is used to pay for it.
