the website for anne arundel community college said the economics classes are taught by scholarly practitioners...what are they talking about?

That means people who don't necessarily have a PhD or Masters, but are experienced in the field they're teaching. For example, a dance class could be taught by someone who just likes to dance, while a class on small business ownership would be taught by someone who owns a small business. More traditional courses are usually taught by people with some form of graduate degree.
