how to transfer from Pasadena City College to art center pasadena?

You'd have to contact the college you want to transfer to and find out what the requirements for transfer are [obviously]. I would think an art school would require a portfolio, so you might want to get busy with that. You also would want to find out which of your credits, if any, from your present/former school will transfer.
