Boise will be a lower cost of living, lower cost of tuition, more quality of life. San Francisco will be a better program and more opportunities upon graduation. It just depends on your priorities - do you value the family life, less stress, and safety in your environment or the quality of the degree? I would go to Idaho, personally. Less pollution. More peace.
