I am admitted to the graduate school at Ohio University. They offer me full tuition waive and 13,000 $ GA per year. However, there is a high possibility the psychology department of Bowling Green State University will enroll me with an offer with an assistantship offer too. Which school is better? But the majors are different too Ohio is Speech Science BGSU is Psychology of Language. Can anyone tell me which choice is better?

It depends on what area you're in, plus the specific focus you want to pursue within that area. OU might be better for anxiety disorders while BGSU might have a great program for child clinical psych. If you're going into clinical, OU is slightly higher-ranked based on publication and citation records (www.socialpsychology.org/clinrank.htm), but that doesn't necessarily mean a lot if you are more interested in applied practice than research productivity. My grad work was in social psych, so unfortunately I can't help much beyond that (I'm assuming that's not your area, as only OU has a social program). See if your faculty at your current school can shed some light on which program is better for your particular interests and needs. Of course, if BGSU's funding offer never comes, or isn't guaranteed for multiple years, your choice will become a lot easier....
