There is a very simple rule-of-thumb to answering your own question here. Whichever is more difficult to get in, is most probably the better uni. I have worked as an education representative (educational agent) for many schools, colleges and universities around the world. It stands to reason that an institute needing an agent's services is finding it difficult to find students. It is impossible to get agency agreements with top universities and colleges. Going back to how this fits in with your question; if the institute is having problems filling student quotas, they will lower entry requirements as a first attempt to resolve the problem. This reflects the institute's ranking in the general population quite clearly.
