Hawaii is a state. It is not a question of the community college allowing you to transfer. It is a matter of being accepted by the university. However, since you are transferring out of state, the university may not have an agreement with the community college to accept all of your classes or units. It will be up to the university to decide what to accept. You may want to check with the university about this issue if your community college does not have an agreement with it. Regional accreditation of a community college does not guarantee that you can transfer the units from all your classes, as some community college classes, especially remedial and vocational ones, are not acceptable for transfer to four-year colleges. Good luck.
