Do any states in the northeastern U.S. have university tuition reciprocity agreements?
If so, which states have reciprocity with which other states? For example, does New Hampshire have college tuition reciprocity with Maine and Massachusetts? Is there a place that would list all of the reciprocity agreements that states have with each other? I'm from the midwest, and my state had reciprocity agreements with four other states. If I wanted to attend college in one of those states, I'd pay the in-state resident tuition. But I have no idea if this is common in other areas of the country.

Usually the college website will explain their reciprocity rules if it has any with other colleges. My community college in Michigan has reciprocity with a University in Toledo. All of the info is on both colleges' websites. If it's not on the website, just call the college and ask for admissions, and they'll be able to help you. Good Luck!
