Is there any way to waiver out-of-state tuition?
I'm a rising sophmore in high school and I want to go to an out of state college. I've heard of colleges waiving out-of state state tuition if you like for example are involved with the school band.(?) Do you know of any ways that someone can just pay the in state tuition because money is a problem for me. I live in South Carolina btw.

Schools have scholarships where they will waive the difference between out-of-state and in-state tuition. The qualifications vary, but you may have to meet high academic standards and/or be highly recruited for a specific academic program, sports team, or some other area on campus. Check with the admissions or financial aid office on the campus to see if this is available and how to apply.
