My GPA is rising. Do I Still have a chance of getting into a college?

Im a high school senior. I made alot of bad decisions in the 9th grade. my GPA's at the end of each year are 9th: 1.37 10th: 2.43 11th: 3.28 The schools that I really want to attend are: Towson University Univ. of MD: Eastern Shore Old Dominion Morgan State (i want to stay in/close to Maryland,] [i've been hearing that an increasing GPA would show improvement....]

Your GPA your senior year can make or break you with most colleges. If you are able to keep your GPA above a 3.0 your senior year you should be fine! My sophomore year I had an illness that caused me to miss 110 days of school. I taught myself that year, but it was tough so I ended with a C+ average. My junior year I was just under a 3.0. My senior year the college I wanted to get into told me to raise it to a 3.0 and I would get in and I did. Then throughout my college career I maintained a 3.3 and was on the dean's list many times. It seems as though you have learned the errors of your ways and are improving in your studies. I think a college would find that admirable!
